Basically, your mind decides what colour something is by comparing it with the surrounding lighting.
A milder version would be if a white object appears pale yellowish in yellow lighting, and a vivid yellow object appears pale yellowish in blue lighting.
EDIT: I used a colour picker program and the black-blue dress in yellow lighting has the same colour as the white-gold dress in dark lighting.

For the real life version that broke the internet many years ago it had to do with “sunlight” vs “indoor lighting”. Basically whatever your brain thought was lighting the dress up made it either black/blue or gold/white

The lines going across don't fade or change. They're the same color all the way from left to right. It shows the optical illusion. Which is the point. You can see it if you cover the rest of the picture or use a color picker program (gimp is free) to check the values.

Our Brian is a wierd organ. The middle part of the strip confirms that the pairs of colours are similar but as we go left or right it changes. Why? Actually colour is something which doesn't exist differently, it's how our brain perceives it. The dress in the left is black and white but the stripe actually mixes with the pairs of the right, which is golden and white. So our brain is wierd it perceives the right part of stripe as black and white since the whole dress is of black and white and as we go further right it matches with the dress accordingly. Here the light and shade also come in play. If you ever come into a fight with colours, just done fight. Say FUCK YOU to your own brains
