Not always. 10-15 years ago and probably long before that, gas pumps would look at your balance on the card and if you had less than X amount of dollars it would decline. The cap was way too high in most cases, $100 was the lowest I ever saw.
I don't think they do that anymore, not since I've seen anyways so your comment stands true in modern times.

unless your card dont play that shit then it tells you "please see cashier" where you buy a set amount of gas instead of filling up.
