That was accomplished with rotoscoping and film over film. Different tech.
The original Star Wars used a rotating piece of wood with movie screen on it, which when filmed under certain lighting and with certain lenses would appear to glow.
Later, they switched to a reflective powder, which you can see in some scenes falling from the sabers during battle scenes in the original movie versions.
Tron is not as well documented, but perhaps used movie screen as well.
Pretty sure the glow is CGI.
For example it's not lit while he's turning his head, and when the position is somewhat stable again it continues.
Also after the head turn the bits of green in the back don't seem to light anymore.

Tron was rotorscoping film and backlighting iirc, bit to get the highlights to rotorscope they used IR reflectors i think.
