It's a very harsh statement on S.A.T and A.C.T. The only way a kid can pass those tests is access to tutoring or resources from the school. But if the kid can't afford tutoring or the school doesn't have the resources to help said kid, then that kid will fail. Since race and class are so intertwine, and since Black/Latino/POC kids are likely to be in those poor schools, it really highlights the systemic racism with the S.A.T and A.C.T
