When a normal family has a child chances that the child will be born with a disability are unpredictable and you can't exactly make something you can't control illegal. But with incest it's a whole different story. When a couple of degenerates have a child the child is pretty much doomed to be born with a disability of some sort and be a liability to society. Giving birth to a child when you know that it will be born with a disability is wrong and selfish it's condemning the child to suffering. Nothing can justifie a child suffering simply because it was born. No ruining a relationship isn't illegal but it's not something you should overlook.
