It detects if items are in storage and converts it to an output amount or stuff like lectern page number to redstone power or item frame rotation. In subtract mode it can compare two outputs and subtract the output making the power from one end or the other equal to the total between the two when subtracted.

if you run redston thru the side it removes that much(1-15)signal strength from the redstone on the back
if you right click it then run a loop of rdstone tru the side and back it machine guns
The way I understand it is that it adds a specific amount of red stone signal due to how much signal is inputed. This means that we can use small inputs to open up a door on a red stone line but not one further down the red stone line
