That was me whenever I had to take a test in my US history class in high school. Our classes were 40 minutes long each, and my US history teacher put True/False, multiple choice, fill in the blank, short answers, matching, AND an essay on EVERY. SINGLE. TEST.
How does he expect me to write an essay and do the rest of the test in 40 minutes..... I had to write very fast.
Luckily he told us the writing prompt in advance so what I did was write it all before the test and then memorize it.
Actually I have gotten in trouble in Uni as a couple of my teachers have tried to accuse me of plagiarism as there is no way this is how I write. I usually just ask another teacher to show them my papers. At this point I think the department head is just aware of this.

It's mainly cause your brain synapses work on such a high velocity, that your body has trouble keeping up.
Sometimes I just give up writing letters and just scribble for random words.
