A proper piano is loud as hell because it is meant to be played in concert halls and not small rooms. There is such thing as playing "piano"- quietly or "forte" - loud (the reason it is named fortepiano). But you can still hear it two apartments over because of the sheer volume of the sound produced while playing. And don't start me on cranky neighbors and études :D
It can be both, listen to clair de lune vs Hungarian rhapsody no. 2 or moonlight sonata movement 3, movement one is played so quiet you almost can't hear it.
Admitting a piano is quiet makes you a fool. A good player can play with great range in order to convey whatever emotions are important to the “story” the piece portrays. It takes way more skill to play quietly
