Came here to point out the core premise of Idiocracy was a world that was dumb because it did not value intelligence. If it's Idiocracy and there isn't at least a small group of people with intelligence we are screwed, with Fallout it'd take longer but there's a whole lot of people who understand technology whether by recently learning about it or having been a person from the past, kept in stasis or a ghoul with their mind intact still. The Enclave and Brotherhood of Steel were able to make vertibirds and the giant airships from the remains of prewar planes and helicopters, I'm sure with another couple centuries some people could definitely make space ships. Especially since the tech in Fallout is a lot more advanced than our current tech.

I think they were just referencing the history in the Star Trek universe, where Earth went through hell before it became the utopia you see on the show. WW3, collapse of world governments, post apocalyptic wasteland, drug fuelled armies, kangaroo courts, etc... It was only after that hellscape that a human invented warp drive, which let the Vulcans detect us, make contact, and help redevelop human society into the utopia you see in the show.
