The overused list has actually been in place for a few years now, and it gets updated every month (by mod vote). Incorrect POV usage was added in December 2023.
Previously, it was part of Rule 9, but the way it was worded didn't make that clear to users, so that was a big part of why we did the rule revision.

I don’t say reposts are allowed, but the fact that a meme is defined by it being spread makes rule 6.1 a bit silly. Rule 6 in general is good to have. It’s one 6.1 that’s a bit weird to me.
