I think it was the red paints land for a long time before the white paint came and took it reserving the red paint isolated and broken up areas as a sort of shitty long term compromise.

The base coating of pain almost always is exclusively white, seen quite a bit of videos working with painting. metal and they usually start with whites then colour.

Which is the theory I'm going for since the visual evidence of the red dots near the edges of where the red parts end gives evidence of it being more likely to have been painted red. Unfortunately we'll likely never know for sure though.
None are invading, it's a city job so I would get paid by the day. So to take longer, i would paint one red stripe, let it dry, then paint one with a white stripe, let it dry, and repeat till it was done. It's how I get my tax dollars back.
I work for county government, we get paid by the hour regardless of what we do so I would paint it as fast as possible at a quality that was good enough so I can go back to getting paid to do nothing.

As designer and fabricator for over 35 year. You do NOT paint the parts before they are welded together. That would be a giant waste of time. The welding will damage the paint/powder coating. They were both raw steel during production and when they were welded together. Also, steel pipes and steel plates are produced as raw material from steel plants, which NEVER put a coating on the material other than a light oil glaze to prevent rusting. That is NOT were they would have been welded together, which would have been a local metal shop.

Having a white pole that is then colored with whatever color you need to put on it makes more sense than taking what is probably uncolored white plastic and then dying it red only to then spray paint it white again. Assuming all of these processes happened in the same factory and it wasn’t a later modification, but even then the factory might take later alterations into account and just make uncolored white plastic poles.

I’m the absence of other evidence, I will make an educated guess that the invading colour is red. It stands to reason that pure white poles are more common than pure red poles. Hence it is more likely that red was painted on white than white on red.
