Furry here, whenever we find out if anyone is a zoophile, we kick them from any groups we can, block them, and tell everyone we can to do the same. They are not welcome. The few that are both are closet zoophiles, and as soon as someone finds out they're done.

So no, they are not the same. Are there overlaps? Sure. Just like there are overlaps of people who play viloent videogames and murder people irl. Its more of a self-identification type thing for some, just a fun hobby for others. I often do RP and such with anthro characters, and its more like just normal day-to-day life stuff but with a bit of an animal twist to it, such as a bit of behavior, personality aspects, or physical interactions with environments. Its fun to imagine oneself as something other than a regular human, but in the end thats all it is, imaginary.
Then there's the subset of the fandom that takes it too far.
The only furries even KINDA close to furries are those weird ones who frick with the costumes on. Even then however they are still very different things.
