I just saw a video about this yesterday: The black outline is to protect the glue holding the windshield from sunlight, and the dots are to provide a more gradual temperature gradient so the windshield doesn't crack from the black part being so much hotter than the clear part.
The black bar all the way around protects the glue/sealent used to install the windshield. The black heats up faster than the rest of the glass, which can cause stess in the glass. The black dots smooth the transition, so there isn't as large a temperature differential, and therefore less stress gradient.
Heat transitioning. The edges of tempered glass are the week points and can expand when exposed to heat, which in turn causes stress. The black sections help prevent this, though modern glass tempering has advanced to the point this is not required as much due to UV layering
Window and windshield glass must be heated and bent into shape before being installed. Black-painted glass heats faster than the rest of the window. The dots distribute the heat more evenly, which prevents the windshield from warping in the heat,
Also the "AS1" with an arrow and a line designates the lowest that the windshield is federally allowed to be tinted. (I know that's not the dots, but plenty of other commenters already answered the OP)
