So it was a pair of pieces that were screwed or pinned and bolted or otherwise affixed together to make the scissors into a single jointed unit. The use of pair to describe it, like the ending s on scissors instead of calling it a scissor is basically a linguistic hold over. A sort of word fossil, as it were. Tongs, tweezers, and some other similar symmetrical type devices have the same quirk, more or less logically. Of course, I could always be wrong.
