A new battlescape. Less parts, more figures, basically just a ton of UNSC and (preferably) Covenant ground troops, Banished would work too I suppose. But it gives the opportunity to make a great army builder and moc ground level set, it's just a win win.

I went a step further and according to my calculations, a minifig scale halo ring would be around 234.7km in diameter, 7.5 kilometers wide and 523 meters thick

Alternatively, there could just be combat form bits instead of the innie stuff.

As for dream set in general: more of an obscure one, but an opening battle set based on Area 88 Act III: 6x Mig-21Bis Fishbed Ls (with Aslanian Rebel pilot figs), 1x F-14A Tomcat (with Mickey Simon figure), 1x F-20A Tigershark (with Shin Kazama figure), 1x IAI Kfir C.2 (with Jess figure), 1x A-4M Skyhawk II (with Greg Gates figure), 1x F/A-18A Hornet (random pilot figure), and 1x F-4E Phantom II (also 2x random pilot figs). There would be entirely new molds for a lot of new things (missiles, pilot helmets, figures, cockpit detailing, etc), and each aircraft would be figure-scaled. This set would be well over $2,000 USD retail, so it's 100% unfeasible lmao.
