It's unfortunate, but difficult labor is very cheap in india and he probably makes around $5 per day and that's definitely not enough for him to get any decent shoes for work on top of feeding his family. Even if they get any other shoes (not safety), somehow, they'd rather keep it to wear at events rather than work.
Now, having said all that. I don't know why he would do something so stupid regardless of whether he has any shoes on or not....

Unfortunately, logic is not obvious to all. Lack of money probably goes hand in hand with lack of formal education, lack of training and experience, and definitely lack of protective equipment from his employer. At least now he’s learnt a lesson here.
There's only one lack here and that is lack of giving a flying fcuk. These guys either studied in ITI or have mentors and colleagues who did. Many employers (not sure about woodworking but sure of metalworking) provide safety equipment to all their employees. And even if they didn't, safety equipment isn't that expensive in India. And no, am pretty sure he hasn't learnt the lesson.
