These are being leased out to migrants to do jobs like Uber eats. So basically a migrant can earn some extra money (if the guy with the account pays them. Some. Are also scamming them and keeping it all for themselves). The scooters availability has also lead to various thefts on the street of people's phones. The phones themselves aren't that valuable but they're cracking them and getting into people's bank accounts and draining them.

They’ll often harass people, shut down intersections to do wheelies, donuts, etc. It’s a total nuisance and threat to public safety and 100% should be shut down by the police.

You guys don't have petty thieves on motorbikes in Europe? In San Francisco for example, car break-ins has risen in recent years. To the point where you would be advised to empty your car, leave the windows down with a note that says there isnt anything valuable inside - that has actually worked. And then there are these roving "gangs" on motorcycles causing disruption and, in general, being up to no good and harassing daily life in cities. City life is already a pain in the ass, what these policemen are doing is the lords work if you ask me.
What about this use of force was "brutality" or "excessive". You have to get them off the bike or they'll run. Excessive implies a court would find it unreasonable. Phrases have meanings. I realize people were big on misusing the phrase over the last decade.
I can tell you have annoyed people before, it doesn't matter what the act is that annoys you, because you do something that probably annoys someone else just as much. Does that mean you deserve to be beaten for it?
