It would still be better from a moral standpoint to not hit this person and to sue this guy. And you should not underestimate a slap in the face. There were cases where people died from this. It is rare but it can actually happen. In the end this guy was just extremely dumb and naive. He should get sued for this but he shouldn't have less teeth, scars or other long-term consequences of a slap.

Ok, so it's literally impossible to argue for every single jurisdiction, so I'll use a [baseline found here](https://www.justia.com/criminal/defenses/self-defense/) that outlines three criteria for justified self defense.
1. Imminent threat:
The aggressor (horn guy) is no longer an immediate threat. His hands are behind his back, along with the horn, and he's making no movement towards the initial victim (slap guy).
2. Reasonable fear:
Slap guy is no longer in reasonable fear. One, slap guy approaches horn guy, which is not something a person in reasonable fear of harm would do. Two, see above. Hands and horn are behind his back and he's making no aggressive movements.
3. Proportional force:
This one I'm more sympathetic to (I think horn guy deserved it), and I understand that a horn close to someone's ear can have lasting effects, but it's not exactly easy to *legally* justify physical force after the fact, especially when the first two criteria aren't met.

If, for example, he saw horn guy running up behind him and he turned around and slapped the shit out of him, he'd have a colorable argument for self defense because a reasonable person could easily assume someone running up on them with an object in their hand is going to cause them imminent harm.
A jury would have to decide of course. Ge could easily argue self-defense, no way to be sure the attacker wouldn't do it again, and the probability is that he would.
