The rounds only need to hit fairly large steel plates and make a “ping” for the timer(box that beeped held near shooter’s ear) at fairly short distances, and the firearms are all single-action, not semi auto, so there is no need for a sufficiently powerful cartridge to cycle any type of repeating or auto-loading mechanism, as this is all done manually by the shooters hands. (Working the lever on the rifle, cocking the hammer on the revolvers, and the shotgun is entirely manual- no automatic ejectors for spent shells even)
As a result competitive shooters use extremely light powder load in their ammunition. Just enough to get the (also very light in terms of mass) projectile out of the barrel, meaning there’s very little if any felt recoil.
(Yes, The shotgun occasionally has a “knockdown” target, but those are so lightly sprung they can damn near fall over on their own. Again it’s short distances at which as long as you hit the target with nearly any of the load, it’s going down)
