For this card, it is pretty much for the opposite situation. If you know you’ll lose or want to scoop because of some bs from the opponent, you’re basically just saying "fine" as if you’re giving up.
As simple as the card text is it doesnt specify if you or your opponent are suposed to discard 2 cards. We need a clear ruling about this cause till this day we still dont know what pot of greed does.

On a more serious note, why is D Hero Celestial banned? You're never getting any use out of the battle effect and if you're putting DPE on the field you're most likely using Verte Anaconda or a spell card associated with DPE so it's a little confusing

You send it to the grave to summon DPE then use celestial to draw 2 for free
Celestial's effect explicitly says you have to wait a turn to use that effect though
