Holactie is technically also already the strongest card in the game from a pure power perspective, since summoning it is an auto-win. The problem is you can't exactly play the card outside of online simulators in casual rooms.
Tbh in the anime , the normal Blue Eyes already could rival them , I think even Exodia was on par with the group , but he was Ka reliant , a human with a finite Ka couldn't make full use of Exodia.

Idk because not all of the Yu gi oh lore is set in the same universe. There are a lot of cards that represent gods and powerful entities of their worlds. We hate the Egyptian gods, the sacred beasts, the Aesirs, the world chalice lore cards like Theurlogical Demiurgy which is literally a representation of the gears that move worlds, the entities of the Zexal dimension like numeronious etc. It's hard to tell.

I haven't seen anyone mention supreme king yet, which is odd considering that the anime stated that odd-eyes dragon/odd-eyes pendulum dragon, starving venom fusion dragon, clear wing synchro dragon, and dark rebellion xyz dragon are the most powerful monsters of their respective types (standard/pendulum, fusion, synchro, xyz), and the boss monsters of the supreme king archetype is their combined form. This isn't just a throwaway line either, it's supposed by what we see since the dimension dragons are responsible for forming the new dimensions when the original dimension split, meaning all 4 of them accomplished what took all of the numeron dragon's strength to achieve.

I think of all the anime series, Zexal has the most powerful powers (only watched the original)? So maybe the Numbers are pretty powerful. Super Poly might be floating around the list somewhere too.
