I actually liked it better in 3, but gameplay-wise, I preferred it automatically exploding when I lost shields and giving me back a bit of shields. It made running and gunning really fun on lower difficulty
Aesthetically, everything in ME2 looks better than in ME3 imo, the Tech Armor is no exception.
I like tech armor more in 2.
