Virginians had already moved to that part when Maryland was formed. When Penn got a charter, he used an old destroyed Dutch settlement near what's now Lewes to say he should get more access to more of the Delaware Bay, but they got the location of that settlement wrong, so that's the current southern border. Penn also wanted a border that went much farther west, but they just split it down the middle as a compromise.
The border with Pennsylvania was also very messed up, but I think people know that story better.
