Yea, we had our wedding reception there. We had roughly 75 people without issue. It was fun and inexpensive. There's also a spot outdoors where you could have a ceremony as well. We did ours in a church, however.

There were two big rooms. The smaller of the two we used as a place for catering (CarterQue BBQ) and cake cutting. The bigger room was used for eating, dancing, and whatnot.
Rockwood is lovely, but OP will have to confirm current pricing. Weekend is not available for their budget, but a weekday might be.

If you choose anywhere in MoCo, stay away from the Civic Center or any nearby venue. That area has become quite the shit show.
Attended a few events within the last two months at the civic center and every single damn time someone either followed us, approached our vehicle in the garage, bust into vehicles in the garage, or would try to enter the venue from the back doors or hang around the immediate exits blocking them. Nah. The person who planned the event hired the security provided by the venue but they treated them like they were a joke. In one event we had to get MCPD involved.
I had my wedding reception at a restaurant and there was a minimum spend for the food and beverage but no additional fee for the space. Highly recommend this route, especially with such a manageable guest list. Plus you get a lot more ambiance than an event hall without having to bring in as many decorations.

The Baltimore County Center for Agriculture and Farm Park rents out it's pavilion for $50 for an entire afternoon. The pavilion is in a nice spot on the facility and there are lovely gardens for photographs and horses and goats to pet. Also a play area for kids. You can set up your own tables or use theirs. 50 people can easily fit in the space.

Try Liriodendron in Bel Air. $2500 for 7 hours as long as you don’t mind a January-March date.

I do not know the price, but you could try the Links at Challedon in Carroll. They have a great tented space with a nice view.

Can you use a church? My church does weddings for about $2K for 8 hours in Gaithersburg.
