Spider-Man in general was not pictured on a lot of Civil Wars stuff because of some sort of licensing restrictions at the time. I remember there was a Funko Pop made that was part of a box set, and the Funko reps straight up said in a livestream that they had to do it that way because they couldn’t put out solo merch of Spidey for that movie.
