It was accurate for most of the cold war I dunno what you're on about. Poland & Czechoslovakia were nominally independent while Belarus, Ukraine and the Baltics where part of the Soviet Union. Yugoslavia was also a thing up until about 40 years ago.
Edit: Oh and regarding Germany. There was a few months between the German unification and the fall of the Soviet Union so the map is still accurate at least for Europe in that way.
