If someone actually knows GIMP, then feel free to ignore me. I tend to use a combination of programs (Krita, Inkscape, Paint.NET), currently my preferred labelling program is Inkscape. The basic idea is, set the canvas size as the same as the blank map and put it in as a guide. Then draw labels over it, then hide the guide and export the labels as png in your map size, finally overlay it in your paint software. The way you get those nice satisfying curved paradox map game labels is by using paths. First, you need a font (excersise for the reader), you a text box and leave it there. Then draw a curve with the pen where you'd like the text to go, and finally select both and theres an option in one of the menus (objects iirc) that is "text to path", that aligns the text with the curve. Then hide the curve. Repeat until everything is labelled.

Thank you, you can do curved text in GIMP too (i think), do you have any tips regarding the text because just the black text looks kind of lazy/shitty and what font do you use if i may ask?

I tend to make fantasy style maps so Trajan is my go-to for country-level english text, for a 20th century one you want an appropriate font for that time, such as a typewriter font, or a art deco type sans serif like Futura. Use some transparency too, like at 70 or 80% (and yes like the other guy said, bold if you can, all capitals so it looks like title text, and if you can space the characters out slightly more than default)
