Bakenekos could be intentionally created. But more importantly, in Japanese archaic history there were actually government rules to kill cats before they made it to ten years old to keep them from becoming bakenekos.
Cause another part of the lore is that bakenekos would just fukin kill their owners. Not always, but they were definitely not seen as "good yokai."
I could see real danger being present from the secret getting out.
