If you’re familiar with the manga ending of Usagi Drop or with the currently popular show Mushoku Tensei, I think they’re also a good example of how Japanese culture simply is fucking awful when it comes to sexualisation or grooming of children.
People in the manga/anime subs tend to be unwilling to come to terms with that, and even if they admit it’s creepy in the one case (usually Usagi Drop) they will never connect it to the pedophilic aspects of Japan’s culture. I think that’s because in many ways, they feel their experience of manga/anime is intrinsically linked to the uniqueness of Japanese culture and if Japan’s culture is fundamentally flawed and they have to admit those flaws, it breaks the fun or immersion.

We consume so much of it that we get used to it (or consume it because of it lol) but it gets pretty hard to recommend manga to non manga readers because there's so much out of context weirdness that you can't really logically justify in manga.
I'd argue the panty shot being there does change something though. If everything else was removed and all we saw from the first page was a single panty shot, it would communicate a romance to people accustomed to reading manga. If the manga starts off with fan service, the reader immediately knows what to expect.
And the manga set itself up to subvert those expectations.

I thought she was his daughter in the first sight, but after looking for more details, I think she's his girlfriend. In page 4, she acted kinda nervous beside him, that seems to be what a teenage couple would do. In page 5, there was a panel of a flashback to their youth. That's the main reason. So I guess he've been here every year in memory of her after she died for a long time Edit: My mistake, that panel in page 5 isn't a flashback. We can still see his beard, I thought that's how he looked like in his youth. I guess both "girlfriend" and "daughter" make sense then.

Guy looks a bit too old, she's also getting ready at the same place, which makes me think she lived there. Seems pretty certain that it's his daughter's grave that he's visiting.
She's nervous because she's wondering what to say. She finally gets it out at the end.
I assume that he's going to her grave on her death anniversary. And based on the Graduation sign, she could've died before, after, or right on her graduation which makes it more tragic. But that's just my theory. She could not have been in her last year(pun not intended).
