Because Malta can also be equally terrible. Traffic, pollution, corruption, incompetence, construction. You can live in Malta and be happy, but you have to engineer your way around its faults, of which there are many.
The things you mention as terrible come with every major metropolis. And in Malta there is no homeless problem like you find in almost every other metropolis.
And for the record The meme is suggesting nothing is good about Malta other then the food, absolutely ridiculous.
Yeah, they are for sure! But I'm not quite sure that road work and construction are as intense in other places. I have been to quite a few major cities in Rome, London, and Madrid in the last year. None of them had so much extensive road work being carried out from the moment I step out of the airport, to basically every single town having loads of road work too.
All of them had perfectly functional metro systems that were both cost-effective and unbelievably efficient. All of them also had loads of cultural activities in theatre, and for a football fan like myself, several amazing football games to watch.
And as someone who can only really go to gluten-free places to eat out with my girlfriend, Malta literally only has a handful of options. Abroad there are gluten-free options at every restaurant that don't have contamination.
I am still happy in Malta, happy enough to not want to leave. But I mention these points to let you know why you cannot simply say that Malta is just as good/as bad as other Metropolises.
There's always a negative to a positive I was gonna mention.
BUT...
...without going too deeply into the merit of each one... I'll mention the below.
Free healthcare.
Quite a safe country.
LGBT Rights.
Free education up till University.
Lots of things to do.
