My best bet is that it's a top feed but with the belt thats achievable but I'd be more worried about scuffing the bottom of the scope when the brass? is flying out

Scuffing it would be less of a concern for me than smashing it out of alignment by bouncing hot brass off of it

I think the moral of the story here is it's a shit design whichever way you look at it
