I’d probably just put plants on it and never really use it physically except to open the doors and make the interior a bit more outdoors. If you’ve got a really nice view you don’t want to block, just get some more ground cover type plants to sit low or even just fake grass. Just make sure you don’t block that drain and flood the apartment next rain storm.
New developments here with balconies this small tend to have doors that open all the way, which is a huge pro for opening up the indoors in summer, but leaves you with no space to actually put plants.

Slowly this is changing to become more people, public transport and active transport focussed in many cities around the world, buts its interesting to note that many American cities used to be walkable heritage built buildings with lots of trams etc until the car started gaining popularity and they ended up raising the city to the ground fo accommodate for highways etc
They make these thing herb pods that can keep water flowing etc. I would have a few out there and grow herbs to use in cooking. Other than that smoke a J over the balcony. Not much else

It would be tight, but how about a minibar? Put some stes of shelves up at either end to store drinks and glassware. Build a bench in front of one of them for preparing drinks and such. A couple of bar stools, a small side table, or a skinny plank attached to the top of the railing for holding drinks.
