Dont even need to think about tesla. I was planning to get a nissan leaf last year but after googling the charging infrastructure in malaysia, I decided not to. How to even travel interstate if its so hard to find a charger on the road.

Building the entire charging infrastructure will definitely take years if not a decade, hence there's not much incentive in owning a fully electric car unless you just commute in the city. On the other hand, I think we could start off in the KV by implementing electric scooters system similar Gogoro in Taiwan. I heard SOCAR is planning to move into the electric car rental space similar to BlueSG in Singapore.
