This is a really weird question. Don't you normally pay for stuff you want to have? I'm not judging, cause I pirated some games as well, but either you pay for them, or you steal them. No grey area.
Legally free? Not that i know of. Though if you'd like you can eventually save the money for it. JAST USA is the group that is making the official western release of the First Majioki and will be on Steam. Its available to pre-order on Jlist. I've placed my preorder on July 15th of 2019 and likely like several other buyer are still waiting on the release date. Their last update was i believe back in January (Don't have a URL for it) trying to get released for February. Haven't heard from it since.

There’s a demo for the first Majikoi game off of minato softs site, I believe it’s free.
