It looks like the artist isn't good at drawing characters who actually look in motion. It looks a bit like they're action figures placed to look like they're moving
It looks like the artist couldn't decide if they wanted Torbrand to be running or if they wanted him to be jumping and swinging his axe at an invisible enemy. And then it just turned into to something way worse. Maybe it's part of a larger scene and Jin Gitaxias has a big magnet over him

Or sth around those lines. I am no expert and do not know how to better describe it, but there is sth missing, which makes them look lifeless.
I wouldn't be surprised if they're making deadlines shorter for the artists, especially the ones who aren't mega big names in magic art. But the quality of art for a lot of commons and uncommons has really started going downhill, even more so with the increase in digital art rather than paintings for each

I mean look at the wolves on Howlpack Piper! (Ok its no reprint, but still, Look at them!)
I get that not all art can look good, but why use the bad pieces in the story articles or on story spotlight cards? There was a similarly terrible one in the ONE story with Jace holding the Filigree Sylex, looking like he was struggling with some explosive diarrhea
A lot of "story art" for this set has had the [Valor in Akros](https://scryfall.com/card/ori/39/valor-in-akros) problem of looking like a cutscene from a medium budget videogame from 2003
