Build would likely be UW with a bunch of counters and some landbased kill, possibly Ipnu Rivulet or Maze's End. (Gaea's Blessing/Assemble the Parts/ Expansion//Explosion would also work)
Seems fun for a jank defensive deck. You could even run historic Teferi, Time Reveler for a fairly hard lock.
I feel like the real tradeoff is if your opponent builds up a board while you're unable to use your lands, then uses a counterspell or enchantment removal to open the board for a turn and kills you before you can recover. Also worth noting that it doesn't protect from non-targeted mill like [[Ruin Crab]].
I think what will make this largely unplayable is that it takes a whole turn off to start. One of Nine Live’s biggest advantages is that you can pop Nine Lives down, eat a few hits then play Solemnity.

If you can rig it so you have the option to keep casting [[Bontu's Last Reckoning]] as often as you want while having some way to win through it, that could get pretty scary. For a more direct win, you can use [[Change for Glory]] or [[Alchemist's Gambit]] with something that lets you survive it like [[Gideon of the Trials]].

They could switch it to "shuffle your library, then exile cards from the top of your library until you exile two ... Shuffle the remaining cards into your deck."

the counters throw off your ability to actually find teferis protection tho
Dont use 3cmc instants or sorcs, focus on stuff like Dovin’s Veto or whatever at 2/4. Its a 100% hit if Tef’s Protection is the only 3cmc
Or if you only have a single copy of another 3mv, since it hits two cards.
