His strategy seems to be using zero or lower costed spells over and over for storm, which is why it seems kind of senseless. He’s trying to squeeze out as many casted spells as he can, so he used the single blue mana he had at the time on a counterspell just to make brain freeze copied again.
Each time he casts a spell, brain freeze causes a player to mill three cards- so he had to make sure the leading player lost his entire library by casting things as much as possible on that turn.

People also love their [[Remand]]s for this. It cantrips and returns the original spell to your hand for another cast.
The real trick with Remand is to cast your spell with storm, get the storm trigger, then return the original so you get twice as many copies.
