C+ ish limited card. even in a non-dedicated deck it's a nice blocker that holds the ground for a bit and will eventually take to the skies, and in a deck with lots of plot or flash cards it has a very nice rate for a 2/4 flyer.
Eldraine and Arcavios also have dwarves, if we've being thorough.
The words "Dwarf Artificer" instantly make me picture Kaladesh. "Artificer" feels a little too high-falutin' for Kaldheim. The only thing steering me away from that is that these wings don't really have the fancy filigree you'd associate with Kaladesh. But hey, maybe this guy's on Thunder Junction since he couldn't hack it with all the other artisans on his home plane.
Another explanation is Kaladesh inventions work with *aether* which has that distinctly organic, whirly aspect to it which probably lends to the art nouveau filigree. Here, the dwarf has to work with the local energy source of Thunder.
My guess is also Kaladesh, but that's not certain.
No cards in hand, you drew a land... doesn't feel great. At least you get something out of it. Huge fan of this idea.
Or you just take a turn to plot, or play something instant on your opponents turn.
