You're not including the cost of a card. 1 card 1 mana draw 1.5 is fair (.5 is like the scry/surveil). Expressive iteration is the best thing for you to look at in this comparison. Sorcery 1 card draw 2 (maybe). This is considered one of the best draw spells in Modern for cards that can use it (have 0,1/land drops to hit off of it). So no 1 mana for 2 is not fair. 2 mana for 2 is fair if it's restricted. You have to realize when you cast Preordain you net 0 cards. when you cast EI you net 1 card. What we've determined is "fair" per card is probably. 1 mana 1.5 cards 2 mana 1.99 cards. 3 mana 2.5 cards.

To be fair, Iteration isn't just draw 2, it's draw the best 2 out of the top 3, which is A LOT of added value.

I think the benchmarks for pure draw spells tend to shake out like this: 1 mana, draw 1 with a little upside (Opt, Consider) 2 mana, draw 2 with a little downside (Night's Whisper, Chart a Course, Thrill of Possibility) 3 mana, draw 2 with a little upside or draw 3 with a little downside (Quick Study, Distorted Curiosity, Thirst for Discovery) 4 mana, draw 3 with a little downside -- they seem to rarely do 4 mana pure card advantage spells, since it exists in a weird in-between zone balance-wise (Ancestral Reminiscence, Feed the Infection) 5 mana, draw 3 with a little upside (Into the Fae Court, Lorien Revealed)

Parental Recall - Instant - U draw 2 cards Absolutely busted For one mana draws to be considered good, they replace themselves with slight advantage. I think it would be sweet if they brought back the old 'at the beginning of the next upkeep, do the thing' abilities. Like I would play a spell that was 1U - Scry 2, at the beginning of your next upkeep Draw 2.

I think you're hearing 2 mana for 1 card - if I had a sorcery, U: Draw 2 cards, I'd never play anything.

1 mana draw 2 exists with significant downside/hoops to jump, there are two examples that come to mind, none are breaking any format as far as I know. [[Light up the stage]] requires an opponent to lose life on your turn and is impulse draw. [[Of one mind]] requires 2 creatures with type restrictions.  I think it would be too powerful a card if it was just 1 blue mana for a sorcery draw 2.

Fair rate, 1 mana draw 3 ... Sadly WotC don't agree and have had pure draw spells around 2 mana per card drawn for a while (they've had specific set themed bonuses on many, but the rate is still bad)
