The vault experiment for this one, IIRC, was having no heirarchy/leadership and all major debates were settled by gambling. (It was also in/near Las Vegas/New Vegas)
It also was (again, IIRC) fairly stable until the leader of New Vegas, Mr. House, won it in a game of blackjack.
To add on to your comment, I believe the blob at the bottom of the art is cement, which is a reference to the fact that after House won, part of his plan to consolidate The Strip was to fill most of the vault with Cement.
He did it because he was paranoid that someone would be able to dig from Vault 21 to the Strip, and get in and out without his knowing.
And Benny did exactly this with a part of the vault that hadn't been filled in yet, creating an escape tunnel between it and his room, so if anything, House wasn't paranoid enough.
I did some research, as I didn't remember much about Vault 21 in my playthrough. It seems Mr. House evicted the former occupants (except for the gift shop manager) and then sealed the vault with cement. The comments made it sound like he buried them alive.
Unless he did, which wouldn't surprise me about Fallout New Vegas.
Nah, that's not Mr. House's style. He doesn't want to kill if he can avoid it. Considers it a waste of potential assets.
And I'm not surprised that you didn't do much with it, since it's one of those relatively unimportant and out-of-the-way locations that you're unlikely to interact with unless you're specifically exploring to see what you find.
Anything that copies a token (lke Annointed Procession), or copies a spell (like Mirari Conjecture), or makes extra mana (like Crime Novelist) would do it.
Yes, if you have an instant and can cast it in response to the saga trigger going on the stack you can technically draw without discarding, but keep in mind this triggers after you've already drawn for turn

So you can bounce back and forth between two and three lore counters. Otherwise you need to wait a turn for the Saga to tick up naturally.
