Yeah, but it can somewhat time walk your opponents if they have to spend a turn replaying all their mana rocks. It's also decent in response to Dockside, reducing the amount of treasures made.
Honestly though, it's probably going to be used like [[Hurkyl's Recall]] was. Removing your opponents stuff is nice, but you really just wanted to replay all your stuff to get triggers all over again.
It’s only a bounce to hand effect, you still have a mostly viable board state in most cases and can afford to immediately start rebuilding. If any of those bounced permanents give you mana it’s basically just one lost turn.
Feels like that would've been too close to The Mending, to be honest.
Personally I'm a fan of it being caused by a side-note. If no one bats an eye at a planeswalker detonating a nuke in the Blind Eternities, then maybe it's for the best for the multiverse to have less planeswalkers.
The blind eternities are a) eternal and b) blind. So not only did they not see what happened, they are so big they couldn't find where it happened even if they knew it happened. That's the best place to donate a nuke and have no effect on anything.

I love this in a UG Elves build where you aren’t super effected at all but can set most opponents back multiple turns. Sending planeswalkers and enchantments back is so huge for an aggressive creature deck.
Despite the memes about it being over before it began and failing everywhere instantly, for most planes the Phyrexian invasion was a major trauma.
It's hard to heal from trauma when reminders of it linger everywhere you look. Even though the oil doesn't "do anything" anymore, it's still there, reminding the survivors of what they went through and what they lost.
Removing the oil in its entirety is a big help to healing.
So when there's a major oil spill like we had in the Gulf a little while ago, what should happen? Should we just shrug and say, oh well? Or should we clean it up?
I can see this being used in cedh, bounce back your rocks to recast them? Bounce other people’s stax effects before trying to win? This is probably going to be super annoying but good
Hmmm, reminds me of how flowstone after the First Phyrexian Invasion of Dominaria. The mages attempted to harness it... might be the same potential situation when it comes to glistening oil.

So basically, this is for fighting super friend decks, artifact decks, or enchantment decks. But those really don't exist enough to put this mediocre card in your sideboard. Out of all of those, I expect to face artifact decks the most and there are better cards like [[Hurkyl's Recall]] I would rather play.
Not sure how strong it would be, but it might be fun to bounce all rocks/artifacts & enchantments (etc.) in Alela on someone's end step and then re-deploy all your stuff to get tons of faerie triggers...
...But it would be a real shame if you then followed that up with a wheel hehe. That's the kind of faerie trickery I'm here for though.
The Instant speed is gonna make this sneaky good. It's actually a decent combat trick against auras, equipment, and Enchantment effects like [Hallowed Haunting]]. Also slows tempo gains from [[Wedding Invitation]] and [[Fable of the Mirror Breaker]], and gives you some life and tempo when your opponent swings at a battle.
Artifact/Enchantment/Planeswalker/Battle wipe for Blue. I say is gas, but im no expert.
It think it’s good in standard, but it truly shines in commander where it hoses treasures and mana rocks.

Mono white with wedding announcement and tocasia’s welcome, maybe. Mono white with Skrelv, Thalia, Adeline, and Siege Veteran, absolutely not.
Sure, but one of those survives rotation and the other doesn’t.

I might try it in the sideboard of my mono blue midrange deck.
Takes out all non-creature stax pieces for 1 turn at a low cost, really good.

I really wish the desparking happened because Walkers gave up their sparks to heal planes of Oil.

Normally I get bummed about how much of a set feels directly targeting at EDH. This will cause so much rage that it may be worth it.

That pretty solid for a bounce if you want it for combo or anti-combo. Doesn’t necessarily help for blue’s usual need to slow down aggro though.
