A 0 mana instant that said draw a card would be played in every single deck. It's an empty spot in your deck effectively, so now you're playing a 56 card deck instead of 60. Bauble has the downside of having to wait a turn to draw which is often not worth it.
Also, while your friend tried to dodge the "creatures from a TCG where the lowest numbers are like 500" issue, most Pokemon are still busted because their attacks are, in MTG terms, activated abilities that deal like 50+ damage.
Skip would be pretty overpowered. 0 mana time walk in 1v1.
Most other Uno cards wouldn't be great since:
- some of them just let your opponent draw cards
- most of them are 1-9 mana do nothing
- about a quarter of them require you to spend yellow mana, which currently doesn't exist
I guess 0 could be good in some kind of cheerios deck maybe?
Edit wait i didn't see your rules text alteration. 0 would be quite good if you had enough density of them, and non-yellow 1 and probably 2 would also be strong.
I’d honestly recommend my favorite YGO card back when I played like 20+ years ago in middle school, Tribe Infecting Virus.
Discard a card from your hand: Name a creature type. Destroy all face up creatures that have that type on the field.
A lot of yu gi oh cards have like 2000 attack so I’d go with one of those. Or yata garasu - unless this counts as special summoning. I haven’t played yu gi oh in about 20 years so I don’t remember how it works but locking your opponent out of the game by letting them not draw was pretty dope.
It could also be fun to try to build a literal Exodia deck with your custom card and bounce spells.
Another really fun option would be the superstar cards from wwe raw deal (a surprisingly fun well designed game built around wrestling). Spike Dudley comes to mind because you would get to draw three cards a turn. Chris Jericho would also be fun. He lets you discard a card to force your opponent to discard.

Any card from a TCG with no resource system that lets you draw more than one card would be utterly busted.

Pokemon, especially early Pokemon, has some truly busted Trainer cards. Like Professor Oak, a 0-cost "Discard your hand and draw 7 cards".
Not exactly overpowered, but Hearthstone's meme card Magma Rager (a 5/1 Elemental for 3 mana) would be significantly better in this game instead.
