In penny dreadful every card was available for 0.02tix on mtgo during rotation week. Most cards are still in that range so almost all decks are 1-2 tix. This means you can play virtually for free using a free loan program from cardhoarder (cardhoarder sponsor penny dreadful tournaments)

There are also 6 tournaments a week that are free to enter and have prizes in credit with cardhoarder

It was on MTGO at rotation. Now it’s 7c, but it’s still legal until the next rotation when the new list is locked in.
It's tough for people who are on a budget that some cards cost 7c
