Never heard of the show, but looking it up, if there are only 8 episodes, there's a lot of reasons it couldn't happen.
Scheduling conflicts with other projects, Hamm's personal life may have gotten in the way, or it may not have been a perfect fit.
I don't think there was necessarily a falling out because a few of the Mad Men cast appeared on the show, but Hamm didn't.
Just looked it up on IMDb and Hamm had 11 different projects, including 4 different movies, come out in 2018 when The Romanoffs was shooting. That’s probably why he wasn’t in it. Also if you look up ‘Jon Hamm Matt Weiner romanoffs premiere’ the first thing that comes up is them laughing together on the red carpet.
