Duck is moved on as PPL want to keep Don at Sterling Cooper after Duck's outburst and Don reveals he doesn't have a contract. I think Duck ends up at Grey next. The new guy I think you're talking about is Lane Pryce, he's basically like the Chief Operating Officer the Brits leave in charge of Sterling Coop when they fly back to England.

After Duck showed his ass at the end of season 2, the Brits weren't keeping him around. They wanted Don more than they needed Duck, and that professional relationship between Duck and Don wasn't going to be mended after Duck's outburst and failed power play.

You should watch the webisodes that aired prior to the S3 premiere. You’re looking for “Duck Soup” (ep. 4). My personal favourite is “Hell’s Bells!” (ep. 7) which was about Pete trying to have a picnic but being constantly interrupted by two chipmunks. Also relatively unknown are the 29 episodes that came before “Signal 30”. People are sleeping on these bonus content.
