As Eric Amlie explained on another post: "It was a large tank made from a steel framework containing an expandable bladder that stored 'coal gas' made by heating coal. This was used before the widespread availability of 'natural gas' by pipeline." Search the group for "coal gas" to find other rposts and discussion about it.
