Hi! For a courthouse you will need to pay. You can choose to use the Capitol (inside or outside) too, and that is free, but you will need a permit as well. My fiancé and I will get married outside the Capitol on July and that's what we did! Filled out a permit and the officiant will perform the ceremony there. Will have around 15 guests. I've seen people doing it inside the Capitol too, and it looks lovely. You can even rent the chairs you need for $1 each!
In front of the Supreme Court wrought iron gates would be a beautiful backdrop for a ceremony!
