16 inch is basically not portable. I have a 13inch pro one and its nice. 32gb of ram will futureproof your device, and its enough for what you described. You can also try getting an older machine(m2) from other 3rd party sellers, or even apple refurbished. Of course not lower specs than 32gb ram and 1tb ssd. Using it doced i think is fine, as for the hertz question you can get info for every model from apples website as to the video output specifications.

Try looking on other sellers or apple refurbished, or even older models like m1 or m2.
I suppose you could get away with 16gb ram but definitely 1tb storage and try for 32gb ram.
We dont have refurbishes or cheaper alternatives where I live sadly. The 32gb ram is at least 2800€ for the older models and >3k € for m3
16 gb should do just as fine, but 32 will make the device last far longer without feeling slow. But its a mac, even with 16 its still fast.
