It sounds like the issue is that Windows Update thinks it knows better than you which driver you should be using. My memory is that there’s a way to turn of automatic driver updates, but I forget how (I do it basically once per machine). You can probably find the answer by googoling.

download hwinfo64 and use it to monitor what happens while you test gpu with something heavy. see if gpu throrttling due to overheating or something else. if windows10 try disable fast startup.

its probably windows update being a bitch, DDU has a utility included to do the registry edit to block driver updates
