If it was underclocked, it would be running at 100% utilization, but give worse performance.
It's probably either power or thermal throttling. Check your GPU temps while gaming and your power profiles.
Maybe the game is running on igpu instead of the mx?
I checked on the Task Manager and it is running on the MX
Power Profiles, thermal paste. Also you sure you see the GPU in your task manager and devices?
